National Crisis Management Cell reactivated, how useful is it for counter-terrorism in Pakistan?

The National Crisis Management Cell, which was established in the past to deal with terrorism and other threats in Pakistan, has been reactivated.

Regarding the recent establishment of National Crisis Management Information Cell in the Ministry of Home Affairs, Interior Minister Sheikh Rashid Ahmed said that all the institutions are being brought under one roof.

He said that the secretariat of this institution has been set up and Prime Minister Imran Khan will inaugurate it in the next few days.

In the past, it was called the National Crisis Management Cell. Retired Brigadier Javed Iqbal Cheema, who formed the cell, says that the NCMC was the only body in the country with regard to internal security in which all the institutions worked together for national security.

He said that although the National Counter Terrorism Authority [NCTA] had been set up in its place, it had fallen victim to the red tape of the bureaucracy. That is why the National Crisis Management Cell is being revived.

An Interior Ministry official, speaking on condition of anonymity, said the agency would operate in the same way as the previous NCMC. Under this agency, all intelligence agencies and other law enforcement agencies will submit their reports.

He said that he would try to stop any anti-peace activities by informing the concerned agencies about these reports.

What was NCMC?

Retired Brigadier Javed Iqbal Cheema, the first head of the National Crisis Management Cell, told VOA that the National Crisis Management Cell was formed in 2000.

He said it was a “nerve center” at the federal level linked to all law enforcement and intelligence agencies. It was a very useful institution of the Ministry of Interior which was recognized internationally.

According to Javed Iqbal Cheema, the NCMC was directly linked to law enforcement and intelligence agencies. Here all the institutions sent reports on a daily basis.

“We had an information branch and an analysis wing,” he said. After checking the incoming information, the information was sent to the operations branch.

“The reports we sent were sent to all IGs, defense and other agencies, with the help of which we prevented terrorism and other criminal activities,” he said.

What did Nekta do?

On the question that NICTA was set up for the same purpose but did NICTA fail in this task? Retired Brigadier Javed Iqbal Cheema said that when NICTA was set up, its purpose was to conduct research and give input to the government, but it has not done its job since the first day of its existence.

Javed Iqbal Cheema said that at the time of formation of NICTA, he had said that there was no need for Deputy Director, Director, Joint Secretary, Additional Secretaries but young talent was needed.

He said the proposal was for NICTA to hire young university graduates to analyze intelligence coming to the country's internal security and provide timely information to law enforcement agencies and consultation with the government. To be provided.

But nothing like that happened in NICTA, he says, and NICTA became a post office because of the traditional bureaucracy. Where incoming information is forwarded and the government has not benefited from this nectar.

Javed Iqbal Cheema says that he is happy that the government has realized that they should create an institution that will prove to be their eyes and ears. But even if it is run in a bureaucratic manner, there will be no benefit.

“In the past, the NCMC played a very important role in FATA and Balochistan and we made decisions according to the policy we received,” he said. They shared this information with the relevant agencies and worked together.

According to him, if this institution still works in the same manner, the internal security of the country can be improved.

NICTA is currently working for the internal security of the country in Pakistan in which officers of various agencies are working. But despite the change of director general of internal security, the agency has not yet achieved the desired results.
