Murder of former diplomat's daughter in Islamabad, recommendation to include accused's name in ECL

Following the murder of the daughter of a former diplomat in the Pakistani capital, the IG of Islamabad Police has directed the concerned authorities to recommend the inclusion of accused Zahir Jaffer in the exit control list. Police have received an autopsy report which shows several marks of torture and injuries on the body of the deceased.

Police have also decided to contact the relevant agencies to get the criminal record of the accused from the United States and the United Kingdom.

Islamabad police have also contacted an organization called Therapy Works, where the accused was working part-time to help two or four people with mental problems.

According to a statement issued by the police spokesperson, Inspector General of Police (IG) Qazi Jameel-ur-Rehman met the investigation team of the slain Noor Muqaddam. The SSP Investigation gave a detailed briefing to the IG Islamabad on the progress of the case. The IG Islamabad directed to make a recommendation to the concerned agency for inclusion of accused Zahir Zakir in the ECL.

The IG also directed the accused to contact the relevant agencies to obtain criminal records from England and the United States.

Qazi Jameel-ur-Rehman also directed to forensicize the evidence and meet the officials of the organization called Therapy Works where the accused was allegedly working.

Earlier, Islamabad police had completely denied reports that the accused was suffering from a mental illness or was under the influence of drugs at the time of the murder.

According to SSP Investigation Ata-ur-Rehman of Islamabad Police, Noor Muqaddam was brutally killed in the case. Some misinformation is being spread on social media about this.

SSP Ata-ur-Rehman said that there was no witness of opportunity in this case but the employees of the house were being interrogated.

Punjab government spokesman Shahbaz Gill visited the house of diplomat Shaukat Muqaddam and expressed condolences to the media and said that the government extends its condolences to the family of the deceased. This case will be brought to a logical conclusion.

He appealed to the people that there should be no silence on this issue after a few days. Keep this case alive for the sake of justice.

He also asked the court to meet the requirements of justice in this case.

“The impression that there is a rich man on one side and a common man on the other is wrong,” he said. In this case, justice will be done on merit.

He said the human rights minister was in direct contact with the police in the case. The Prime Minister himself has given a briefing on the case. All the people of the government are fulfilling their responsibility.

On what aspects is the investigation of the case going on?

Police are investigating various aspects of the murder, one of which is whether the accused's act was due to a temporary provocation due to a mental illness or whether it was planned.

According to police, the accused wanted to flee abroad the day after the incident. He also had a ticket in this regard.

At the same time, there are reports of the accused taking the victim hostage. According to local media reports, the accused had held Noor hostage for two days. Finding his parents forced him to tell his family to go to Lahore. When the accused tortured Noor, the employees called the accused's friends.

The incident was reported when one person was reported injured. However, the identity of the alleged injured has not been revealed by the police so far.

Police have interrogated employees and close friends of accused Zahir Jaffer.

Postmortem report received

The police have also received the post-mortem report of the victim Noor Muqadam in which it was stated that the head of the victim was severed from the torso. According to the report, several signs of torture were found on the body.

According to the autopsy, there were deep knife wounds on the lower part of the knee and in several places on the body. The material taken from the victim's stomach has been sent to the laboratory for forensic tests.

A statement has been issued by the Association of Farmers Ambassadors of Pakistan, an organization of former diplomats, demanding that the name of the accused be included in the ECL. Because it is possible that the accused can escape with the help of his wealth and power.

The organisation's secretary general, former ambassador Sanaullah, said crimes against women were on the rise. The government should legislate to control these crimes.
